Small city, cold winters

At under two square miles, Washington Terrace is one of the most compact cities in the county, set on the terraces south of Ogden where winter brings regular snow from late fall into April. Homes on terraced ground can have basements cut into slopes, with one wall more exposed to the cold than the others. Pipes on that wall, and in any crawl space under an addition, are the first to freeze. Insulate them, seal drafts around the rim joist and disconnect hoses before the first hard freeze.
